【World Property Journal】Outbound Home Buyer Migration Reaches Record High in U.S.

According to Redfin, twenty-six percent of U.S. home searchers looked to move to another metro area in the third quarter of 2019, up from 25 percent the year before. This is a new all-time high for the national share of home-searchers looking to relocate, likely driven by those leaving expensive metros in search of more affordable homes.

The latest migration analysis is based on a sample of more than 1 million Redfin.com users who searched for homes across 87 metro areas from July through September.

  • September sales of existing homes fell short of expectations. The downturn followed two months of gains.
  • The number of homes for sale at the end of September was nearly 3% lower than September of last year. That makes four straight months of annual declines.
  • “The opening of the lock boxes, SentriLock, is showing improvement, so there is buyer interest because of lower mortgage rates,” said Lawrence Yun, chief economist for the NAR. “But the price increases and lack of inventory are providing some pause for the actual signing of the contracts.”

【The Gardian】Australia Government announces price caps for first-home buyer deposit scheme

The Morrison government has announced further details of its first-homebuyer deposit scheme, an election promise that stands to benefit up to 10,000 Australians each year.

The government has also announced price caps for support through the scheme, which is $700,000 for a house in Sydney and $600,000 in Melbourne.

First homebuyers will only have to save 5% of a deposit under the plan, with the federal government to guarantee the difference of a standard down payment.

一、國際經濟情勢

1.IMF及IHS最新預測,今年全球經濟成長3.0% (按購買力平價計算)、2.6%,均為金融危機以來最低水準,較上年下降0.6個百分點,明年前景尚非穩定,預測成長率分別為3.4%及2.5%。

2.今年全球貿易量增率收縮,IMF預測為1.1%,較上年下降2.5個百分點,明年回升至3.2%。

二、國內經貿情勢

1.受全球經濟成長弱化,國際原物料價格走軟,及台商回流效益交互影響,第3季我國出口年減0.8%;進口資本設備雖續增,惟農工原料走低,轉為減3.2%。第3季電子零組件業生產轉增6.4%,機械設備、基本金屬等業仍弱,互抵後,第3季工業、製造業生產各年增1.8%,中止連續2季下滑。

2.消費方面,受新車及電動機車買氣活絡挹注,加上中元節採購旺季及百貨新商場加入營運等影響,第3季零售業營業額年增4.7%;餐飲業因暑期旅遊及中秋假期帶動需求,年增3.8%。今年各月失業率高於去年水準,惟升幅均未逾0.04個百分點,1至9月平均失業率3.73%,為近19年來同期次低。

隨著美中新一波互相加徵關稅措施生效,貿易談判的不確定性 打擊企業投資與信心,使得主要國家製造業動能放緩,全球經濟表現 疲弱。在國內方面,儘管電子產業表現依舊強勁,然受到比較基期偏 高、國際原物料行情疲弱、傳統產業廠商保守觀望等因素影響,9 月 經濟數據表現不如預期,出口與製造業生產指數由正轉負,外銷訂單 續呈衰退,令電子機械廠商看好當月景氣比例較 8 月為低,傳統產業 廠商對當月景氣與未來半年景氣仍多以保守看待;服務業方面,零售 業業績普遍不如 8 月,零售業廠商對於當月景氣看法較為悲觀;營建 業方面儘管受惠於 928 傳統檔期旺季效應,房市成交量較 8 月增加, 然 9 月增幅不如預期,反映買賣雙方對於房價走勢仍存在分歧,加上 營造業廠商對當月及未來半年景氣看法未如先前樂觀,故造成營建業 營業氣候測驗點出現下滑態勢。據本院調查結果,經過模型試算後, 9 月製造業、服務業與營建業營業氣候測驗點同步下滑,其中製造業 由上揚轉為下滑,服務業為連續二個月下滑,營建業則結束先前連四 個月上揚態勢轉為下滑。

【易居研究院】5年期LPR基礎利率持平 首套房南寧市場基點最高

1、LPR走勢:今年10月份5年期LPR基礎利率相比9月份總體持平,這充分體現了當前中長期貸款市場利率求穩的導向,但預計後續或有下調的可能。

2、城市分類:統計的64個一二三四線城市中,南寧首套房的基點最高,這也和其近期房價上漲過快、房貸政策總體從緊的因素有關。

3、市場趨勢:從公式計算看,後續LPR或有降低的可能,而房地產市場若進一步降溫,基點也有下調的可能,最終使得各城市房貸利率會有下行的趨勢。

【中房研協】海南放開落戶限制,地方樓市政策頻現微調

  10月24日,海南省人民政府辦公廳網站發布關於印發《海南省新一輪戶籍制度改革實施方案(試行)》的通知,方案稱,海南基本取消本省(除三沙外)落戶限制,居民在落戶地點無自有產權住房的,一律在其合法穩定住所所在的城鎮社區集體戶落戶。而在此前,三亞市對於外省戶籍人才,滿足全日制大專以及以上學歷、在三亞實際工作滿一年、且繳納一年社保及個稅的,可在海南省購買一套房產。

三亞並非唯一放鬆購房限制的城市。今年6月5日,南京市高淳區取消外地人購房需要“三年內累計兩年社保或個稅證明”的規定。10月15日,南京市六合區取消外地人購房“三年內累計兩年社保或個稅證明”限制。天津濱海新區科技園和寶坻區科技城放開對於非本市戶籍人口的購房限制,取消了原本針對非本市戶籍人口的社保證明限制,並試行一年。

  據統計,2019年以來,全國已經有超過150個城市發布了各種人才政策,與2018年同期相比上漲逾40%。自9月以來,已有包括河南新鄉、漯河,山西晉城,湖北宜昌等全國近30個城市宣布取消人才落戶限制,上海臨港自貿新片區也降低人才購房限購門檻。地方樓市政策頻頻出現微調,是否意味樓市回暖,是否會助長房價上漲呢?

【National Association of REALTORS】Existing-Home Sales Decrease 2.2% in September

 Existing-home sales receded in September following two consecutive months of increases, according to the National Association of Realtors®. Each of the four major regions witnessed sales drop off last month, with the Midwest absorbing the brunt of those declines.

Properties typically remained on the market for 32 days in September, up from 31 days in August and even with September 2018. Forty-nine percent of homes sold in September 2019 were on the market for less than a month.
