針對各界關注的預售屋限制換約部分,花敬群說,會訂出一個日出條款,公布正式實施日當天起,之後簽訂的預售屋,才不能換約,預售屋換約將適用新法,有條件換約;在日出條款公布之前,已經簽約的預售屋,則不會在此次修法被溯及既往,還是可以自由換約,不受五年不能轉賣的限制。至於三讀完成後,後續相關子法和施行細則,花敬群希望在三、四個月內完成。預計上半年正式上路。他說,此次修法是為了抑制炒作或藉由預售屋換約來套利,背後確實意味台灣房市長期以來被忽略的問題,即投機炒作問題,一直沒被管理。
為遏止投資客揪團炒房、利用換約轉售哄抬獲利,立法院會今天三讀修正通過平均地權條例部分條文,學者認為,無論買賣方都在觀望政府後續執法狀況,不動產景氣短期難好轉。國立政治大學地政系退休教授張金鶚指出,去年下半年預售屋交易量縮明顯,顯示買方對價格修正有期待,預計今年下半年房價會有下滑契機,但近期買賣方會先觀望政策落實情況,加上當前是高利率環境,研判不動產將長時間陷入不景氣,短期難復甦。

Pending sales plunged 39% in November from a year earlier to the second-lowest level on record—behind only April 2020, when the US was locked down.
According to Freddie Mac's latest Primary Mortgage Market Survey, the 30-year fixed-rate mortgage (FRM) averaged 6.48 percent in the first week of 2023.
"Mortgage application activity sunk to a quarter century low this week as high mortgage rates continue to weaken the housing market," said Sam Khater, Freddie Mac's Chief Economist. "While mortgage market activity has significantly shrunk over the last year, inflationary pressures are easing and should lead to lower mortgage rates in 2023."
111年11月底中小企業放款餘額占全體企業放款餘額比率為64.73%,占民營企業放款餘額比率為68.73%,分別較上月底之比率增加0.01及0.05個百分點;另111年11月底中小企業放款之平均逾期放款比率為0.26%,較上月底減少0.01個百分點。
本季(111 年第 3 季)全國住宅價格季指數為 126.33,較上季上漲 1.90%,較去年同季上漲 10.01%。在六都方面,新北市住宅價格季指數 為 120.95,較上季上漲 2.01%,較去年同季上漲 9.06%。。綜合來看,全國及六都住 宅價格季指數在近期均呈現上漲的走勢,惟本季上漲幅度趨緩。
