營建業方面，時序進入年底傳統趕工與購屋旺季，加上「新青年安心成家房貸」政策發酵，加快首購族進場購屋腳步，令營建業對當月與未來半年景氣看法較上月調查相比明顯轉好。本次營建業2023年11月營業氣候測驗點為102.82點，較10月之99.40點上揚3.42 點，結束先前連續兩個月下跌的趨勢。
